[jdk17u-dev] RFR: 8316559: Refactor some util/Calendar tests to JUnit

test/jdk/java/util/Calendar/BuddhistCalendarTest.java
and
test/jdk/java/util/Calendar/Bug4302966.java
as "8283698: Refactor Locale constructors used in src/test" is not in 17. 
This caused that previous backports were unclean, but unfortunately 
cannot be backported.
