[jdk21u-dev] RFR: 8312570: [TESTBUG] Jtreg compiler/loopopts/superword/TestDependencyOffsets.java fails on 512-bit SVE

I backport this for parity with 21.0.7-oracle.

Resolved all @bug lines, as "[8308606](https://bugs.openjdk.org/browse/JDK-8308606)C2 SuperWord: remove alignment checks when not required" is not in 21.
Trivial find&replace.

Tests pass as far as they apply to my machine.
