[jdk17u-dev] RFR: 8312416: Tests in Locale should have more descriptive names

I backport this for parity with 17.0.15-oracle.

Resolved three times copyright and once the classname.
It clashes because "8283698: Refactor Locale constructors used in src/test" is not in 17, and can not be backported.
