_I am not a Reviewer; I maintain `java-17-openjdk` in `RHEL` so I try to review `jdk17u-dev` pull requests, time-permitting._

I confirmed that after this change, `make/data/lsrdata/language-subtag-registry.txt` will be identical to the current `https://www.iana.org/assignments/language-subtag-registry/language-subtag-registry`.  The test change also looks fine, so this pull request seems good go into 17 from my perspective.
