[jdk17u-dev] RFR: 8267893: Improve jtreg test failure handler do get native/mixed stack traces for cores and live processes

I backport this for parity with 17.0.15-oracle.

Resolved, probably clean.
Ran local tests and test with makefile using the failure handler. Works.
