[jdk17u-dev] RFR: 8297106: Remove the -Xcheck:jni local reference capacity checking

I backport this for parity with 17.0.17-oracle.

I had to do a trivial resolve in jniHandles.hpp.
The text removed in java.1 differs in formatting.

Two tests have different content, so I deleted them manually.
