[jdk21u-dev] RFR: 8353489: Increase timeout and improve Windows compatibility in test/jdk/java/lang/ProcessBuilder/Basic.java

I backport this for parity with 21.0.9-oracle.

trivial resolves. 
To make it compile, I had to re-add the import of Field.
Head had several larger changes that included this file.
