[jdk17u-dev] RFR: 8319174: Enhance robustness of some j.m.BigInteger constructors

I backport this for parity with 17.0.17-oracle.

I had to resolve because 
8272626: Avoid C-style array declarations in java.* 
is not in 17.  Trivial.
