[jdk21u-dev] RFR: 8330108: Increase CipherInputStream buffer size

Clean backport of [JDK-8330108](https://bugs.openjdk.org/browse/JDK-8330108), to increase CipherInputStream buffer size from 512 to 8192 bytes.
