[jdk24u] RFR: 8351223: Update localized resources in keytool and jarsigner

Please review this PR which contains a backport of commit [7c9a7840](https://github.com/openjdk/jdk/commit/7c9a7840ea75a9a7df3f240d063e9833f535e6ec) from the [openjdk/jdk](https://git.openjdk.org/jdk) repository.

This updates some localized resources in `jarsigner` and `keytool` to sync with the English ones. The fix-request comment has been applied on the JBS issue. The commit being backported was authored by Justin Lu on 6 Mar 2025 and was reviewed by Weijun Wang.
