[jdk17u-dev] RFR: 8293503: gc/metaspace/TestMetaspacePerfCounters.java#Epsilon-64 failed assertGreaterThanOrEqual: expected MMM >= NNN

We see this test failing regularly, see also JDK-[8337521](https://bugs.openjdk.org/browse/JDK-8337521).

The patch of the test is clean, but I had to omit the ProblemList change as the test is not listed in 17.
