[jdk21u-dev] RFR: 8337221: CompileFramework: test library to conveniently compile java and jasm sources for fuzzing

I backport this for parity with 21.0.8-oracle.

Applies clean.
Examples work, except for RunWithFlagsExample.java. 
This uses a new method from OutputAnalyzer.java which I added. 
This was introduced in 8318485: Narrow klass shift should be zero if encoding range extends to 0x1_0000_0000
