[jdk11u-dev] RFR: 8258483: [TESTBUG] gtest CollectorPolicy.young_scaled_initial_ergo_vm fails if heap is too small

I backport this for parity with 11.0.28-oracle.
Trivial resolve:  FLAG_SET_ERGO has argument size_t in 11.
