CFV: New JDK Updates Committer: William Kemper

I hereby nominate William Kemper [1] to JDK Updates Committer.

William is part of Amazon JDK team, and the key engineer in Shenandoah project. As such, he is responsible for many Shenandoah related backports [2]. Granting William the role of JDK Updates Committer will help Shenandoah project streamline their backport commits. William is already the Reviewer in JDK mainline.
