[jdk25u] RFR: 8368328: CompactNumberFormat.clone does not produce independent instances

Backporting JDK-8368328: CompactNumberFormat.clone does not produce independent instances. Fixes clone method logic and test. Ran GHA Sanity Checks (passed) and new test (passed). Patch is clean
