[jdk17u-dev] RFR: 8303959: tools/jpackage/share/RuntimePackageTest.java fails with java.lang.AssertionError missing files

Backporting [JDK-8303959](https://bugs.openjdk.org/browse/JDK-8303959). Seeing this test fail in 17. After test fix, test passes.
