[jdk21u-dev] RFR: 8333569: jpackage tests must run app launchers with retries on Linux only

I backport this as prereq of JDK-8283544.

I resolved CfgFile.java because similar to JDK-8347300 the original change
assumes removePath is renamed to removePathEnvVar.
