Yes, the idea of saying it is "clean" is that it needed no reviewer.  Nevertheless, the information that you stacked two clean changes is helpful for the reviewer. So you should mention this in the PR text, which is directed at the reviewer, but not in the approval request comment.  I read in the JBS issue fix request comment that it is clean, then I look at the PR and find the "clean" label missing.  Now I need to research what is going on.  Many people claim a change is clean even after they edited something...
