[jdk17u-dev] RFR: 8353592: Open source several scrollbar tests

Backporting JDK-8353592: Open source several scrollbar tests. Adds three scroll bar tests. Ran GHA Sanity Checks and new tests directly. Patch is clean. Backporting for parity with Oracle.
