[jdk17u-dev] RFR: 8354928: Clean up and open source some miscellaneous AWT tests

Backporting JDK-8354928: Clean up and open source some miscellaneous AWT tests. Adds a input event time event test and three scroll tests. Ran GHA Sanity Checks and new tests directly. Patch is clean. Backporting for parity with Oracle.
