[jdk21u-dev] RFR: 8343876: Enhancements to jpackage test lib

I would like to backport this to simpify later backports. 

Skipped new file test/jdk/tools/jpackage/helpers/jdk/jpackage/test/Comm.java, it was already backported by 
https://bugs.openjdk.org/browse/JDK-8344326: Move jpackage tests from "jdk.jpackage.tests" package to the default package

patching file test/jdk/tools/jpackage/helpers/jdk/jpackage/test/TKit.java
Omitted, was already backported with change mentioned above.

test/jdk/tools/jpackage/share/InOutPathTest.java
Was added by https://bugs.openjdk.org/browse/JDK-8325089: "jpackage utility creates an "infinite", undeleteable directory tree" which is too
big to backport. Patch omitted.
