[jdk17u-dev] RFR: 8352997: Open source several Swing JTabbedPane tests

Backporting JDK-8352997: Open source several Swing JTabbedPane tests. Adds five Swing JTabbedPane tests. Ran GHA Sanity Checks and new tests directly. Patch is clean. Backporting for parity with Oracle.
