[jdk17u-dev] RFR: 8201778: Speed up test javax/net/ssl/DTLS/PacketLossRetransmission.java

A clean backport for JDK-8201778.

Backport it for parity with oracle. This patch speeds up the tests. Risk is low - test changes. The updated test passed locally.
