[jdk21u-dev] RFR: 8352016: Improve java/lang/RuntimeTests/RuntimeExitLogTest.java

I backport this for parity with 21.0.10-oracle.

Resolved ExitLogging-FINE.properties
and ExitLogging-INFO.properties
due to whitespace differences. Probably clean.
