[jdk21u-dev] RFR: 8327704: Update nsk/jdi tests to use driver instead of othervm [v2]

Goetz Lindenmaier has updated the pull request with a new target base due to a merge or a rebase. The pull request now contains four commits:

 - Merge branch 'master' into goetz_backport_8327704
 - backport 771f6a2f8e236e224b0e33b89f664c4bfc49e595
 - backport usages of flag -Xdebug, see 8227229: Deprecate the launcher -Xdebug/-debug flags that have not done anything since Java 6
 - backport test parts of 8312072: Deprecate for removal the -Xnoagent option
