[jdk21u-dev] RFR: 8306579: Consider building with /Zc:throwingNew

I backport this for parity with 21.0.10-oracle.

Resolved both files.
Backport of https://github.com/openjdk/jdk21u-dev/pull/2393 breaks the build which is fixed by this change.
