[jdk17u-dev] RFR: 8359167: Remove unused test/hotspot/jtreg/vmTestbase/nsk/share/jpda/BindServer.java

I backport this for parity with 17.0.18-oracle.

Based on push to 21.
Resolved deleting BindServer and two Copyrights.
