[jdk21u-dev] RFR: 8315990: Amend problemlisted tests to proper position

I backport this for parity with 21.0.10-oracle.

Fix JDK-8280392 for NonfocusableOwnerTest.java which removed the entry already backported.

Omitted corresponding entry.
