[jdk21u-dev] RFR: 8356040: java/util/PluggableLocale/LocaleNameProviderTest.java timed out

I backport this for parity with 21.0.10-oracle.

Needed resolve because "8174269: Remove COMPAT locale data provider from JDK" is not in 21.
