This pull request contains a backport of commit [bea2b029](https://github.com/openjdk/jdk/commit/bea2b029a77e126171d17c3a44baec6d5cafed4a) from the [openjdk/jdk](https://git.openjdk.org/jdk) repository.

The commit being backported was authored by Richard Reingruber on 8 Sep 2025 and was reviewed by Dean Long and Martin Doerr.

I'd like to do the backport to avoid sporadic assertions running java/net/httpclient/HttpClientLocalAddrTest.java.
