[jdk21u-dev] RFR: 8357561: BootstrapLoggerTest does not work on Ubuntu 24 with LANG de_DE.UTF-8

I backport this for parity with 21.0.10-oracle.

In BootstrapLoggerTest.java:
* resolve Copyright
* adapted placement of setLocale as 21 has test cases with security manager that have been removed in head and 25.
