[jdk17u-dev] RFR: 8353957: Open source several AWT ScrollPane tests - Batch 1

Backporting JDK-8353957: Open source several AWT ScrollPane tests - Batch 1. Adds four AWT ScrollPane related tests. Ran GHA Sanity Checks, local Tier 1 and 2, and new tests directly. Patch should be clean, had to adjust ProblemList.txt locally. Backporting for parity with Oracle.
