[jdk21u-dev] RFR: 8353445: Open source several AWT Menu tests - Batch 1

Backporting JDK-8353445: Open source several AWT Menu tests - Batch 1. Adds four AWT menu tests. Ran GHA Sanity Checks, local Tier 1 and 2, and new tests directly. Patch is clean. Backporting for parity with Oracle.
