[jdk21u-dev] RFR: 8319570: Change to GCC 13.2.0 for building on Linux at Oracle

I backport this for parity with 21.0.7-oracle.

Resolved some chunks due to context.

This should not change any existing build setup, just bring the possibility 
to generate a devkit with gcc 13.
