Hi all,

This pull request contains a backport of commit [f93beacd](https://github.com/openjdk/jdk21u-dev/commit/f93beacd2f64aab0f930ac822859380c00c51f0c) from the [openjdk/jdk21u-dev](https://git.openjdk.org/jdk21u-dev) repository.

The commit being backported was authored by Coleen Phillimore on 7 Jul 2022 and was reviewed by Harold Seigel and Ioi Lam.

I had to resolve the test TestResize.java for Copyright and because of the usage of ProcessTools.createLimitedTestJavaProcessBuilder.
