CFV: New JDK Updates Committer: Roland Mesde

I hereby nominate Roland Mesde [1] to JDK Updates Committer.

Roland has made 56 commit backports across JDK updates repositories [2] so far, bringing us closer to parity with other releases. Granting Roland the ability to push things without sponsoring would help his on-going contributions.
