[jdk25u-dev] RFR: 8375057: Update HarfBuzz to 12.3.2

Clean backport of the update of the in-tree HarfBuzz to the latest version.

Built fine on GNU/Linux with clang 20.1.8.  `java/awt/Font` tests all pass after update.
