[jdk21u-dev] RFR: 8374209: [17u,21u] Backout JDK-8361748 due to JDK-8373727

We should backout [JDK-8361748](https://bugs.openjdk.org/browse/JDK-8361748) from the upcoming 17.0.18 & 21.0.10 releases to allow time for a fix for [JDK-8373727](https://bugs.openjdk.org/browse/JDK-8373727).

Same as https://github.com/openjdk/jdk21u/pull/479 , but for 21u-dev .
