[jdk25u-dev] RFR: 8369255: Assess and remedy any unsafe usage of the Semaphores used by JFR

I backport this for parity with 25.0.3-oracle.

I had to resolve and adap the code because "https://bugs.openjdk.org/browse/JDK-8367014: Rename class Atomic to AtomicAccess" is not in 25.
