Repository? -- How to keep JDK 10 up to date with changes in JDK 9 until JDK 9 GA?

To clarify, I'm proposing a forward-port model for at least a portion of 
the 9 and 10 overlap.

A developer doing work that needs to get into 9 would do the work in 9 
first and then a periodic process would bulk sync the 9 changes into 10.
