Looking ahead: proposed Hg forest consolidation for JDK 10 -- prototype repo now on hg.openjdk.java.net

Hello,

Correct. For the conversion, I'm trying to keep changes other than file
moves to a minimum since it will get complicated enough as it is. I
definitely think we should unify the test roots in a follow up change,
along with several cleanups and improvements to the build and test logic.
