I believe that "As a rough guide" is already to be taken to mean that it's
not a strict rule and best judgment applies, and we had various discussions
at FOSDEM about this topic and this was always the message given, and makes
sense!
Nevertheless, I second that change, it makes the guidelines clear and the
point explicit.
