Something fishy here, what JDK 10 (or 18.3) build is this and which boot 
JDK did you use? The changes to move the jdk10/jdk10 to use a JDK 9 as 
the boot JDK have not been done yet. In the mean-time, if you use JDK 8 
as the boot JDK then the jrt-fs.jar in the JDK 10 build should be usable 
with JDK 8.
