To a first approximation, the subdirectories under the top-level src are 
the set of subdirectories moved over from the old $ROOT/jdk/src/, 
$ROOT/langtools/src, etc. Since essentially all the Java sources and 
modularized, a "modules" layer would be redundant. In earlier version of 
the prototype we did discuss various options for where the 
non-modularized HotSpot code would go and ended up on the src/hotspot 
directory.

We've successfully built the consolidated repo on the platforms we use 
internally.
