Update on JDK 10 repo consolidation; third generation prototype coming soon, September 2017 still the target

Hotspot is special, and it already has a src/hotspot which stands out, but it's still inside src.

And I cannot see why jaxp and nashorn need to stay out of jdk. Maybe langtools is a little special.
