Update on JDK 10 repo consolidation; third generation prototype coming soon, September 2017 still the target

I believe we should combine the TEST.ROOT and TEST.groups files, but 
doing that change at the same time with the rest of the consolidation 
was simply too much so I opted not to. We have every opportunity to 
continue to improve things after the consolidation is done, and such a 
change is much more easily done separately.

Regarding flattening the test directory structure, again, some of them 
may make sense to combine while others may not. Again I think this is 
best done separately and on a case by case basis.
