Update on JDK 10 repo consolidation; third generation prototype coming soon, September 2017 still the target

I have now pushed a first attempt at such a tool to the consol-proto 
repository. I re-purposed the unshuffle_patch.sh script from the Jigsaw 
code shuffle. It supports converting patches in both directions (9->10 
and 10->9). When going to 9, it will automatically split patches for 
each target repo encountered.

Please try it out. Suggestions and improvements are welcome. It would be 
nice if we could have a reasonably good version of this ready when the 
consolidated repo goes live.
