Repo consolidation update: JDK 10 b23 tagged

Hello,

The last pre-consolidation state of the jdk10/jdk10 forest, build 23, 
has been tagged. This will serve as the seed for the consolidation repo 
to be hosted as jdk10/master.

Both the client and hotspot integration forests have synced down the 
contents of JDK 10 build 23 from jdk10/jdk10 master forest. Pull from 
any of these forests to get an up to date version of the JDK sources 
into your local JDK 10 clones. As previously announced [1], an initial 
script is available to help port patches across the consolidation boundary.

We're investigation some possible updates to the OpenJDK Mercurial 
server to improve performance and disk usage of the consolidated repo.

The contents at jdk10/master will likely be populated before we're ready 
to reopen the repo to pushes.
