Repo consolidation update: consolidated JDK 10 b24 promoted

Hello,

As seen in

     http://hg.openjdk.java.net/jdk10/master/tags

the "10+24" tag has been added to the new consolidated JDK 10 master 
line of development. This is the first promotion based on the 
consolidated repository. Other than the changes directly related to the 
consolidation, there were only a handful of makefile and test-only 
changes in this build; in particular, there were no changes to files 
under /src. Therefore, builds of JDK 10 b23 should be semantically 
equivalent to JDK 10 b24.

We're still working on finishing the infrastructure updates. I'll 
provide an update on opening jdk10/master up for general development and 
a more precise timeline for creating and opening jdk10/client, 
jdk10/hotspot, and other derived lines of development by Friday, 
September 22, 2017.
