Security fixes are back; other fixes can go in. Time for build 18?

I'm pushing the Hotspot 16 b12 changes now.  They should appear shortly 
in the http://hg.openjdk.java.net/hsx/hsx16/master repository.

I think we're still going to have one more build of HS16 before we're 
done for 6u18. But that decision is coming the next week or so.

PIT has not yet begun for HS16 b12, so, look at the bits with a minor 
grain of salt.
